On 12 May 2026, the Cabinet Secretary for Interior and National Administration extended the period for NGOs to transition to the Public Benefit Organisations framework by one year, through Legal Notice No. 85. NGOs now have until May 2027 to seek registration as Public Benefit Organisations.
What the transition involves
Registration under the new framework is not just a form. Regulators and funders will expect an organisation’s governance documents, financial records and reporting to be in order. The Public Benefit Organisations Regulations, 2026 set out the detailed requirements.
Finance and audit checklist
- Audited financial statements are up to date for recent years.
- Grant income and spending can be traced to each funder and project.
- Board minutes approve budgets, accounts and significant decisions.
- Tax registrations and any exemption certificates are current.
- Payroll and PAYE for programme staff are in order.
Do not wait for the deadline
Extensions tend to produce a rush near the end. Organisations that start early can fix gaps in their records without pressure. Our work with NGOs covers grant accounting, donor reporting and project audits.
